Several "Glow-in-the-dark" solutions are available here..

The Tritium vials are the best, but fragile & expensive. The "Glow rings" are durable but the light output is not as high & is visible for only a few hours after full charge...http://www.cpfmarketplace.com/mp/showthread.php?187502-gt-Glow-in-the-Dark-O-Rings-(aka-quot-Glo-Rings-quot-)-Part-III
The "Glow powder" from here ...http://glowinc.com/SearchResult.aspx?CategoryID=3 is excellent...a ratio of 1:2 of powder:clear epoxy gives good results. The downside of epoxy is that its rigid. There are other products available from GlowInc but they can't export them
There is "Glow-in-the-dark" paracord available which would be the easiest to use, but I have not tried it. In any case, green is the brightest colour = best-bang-for-$. I would not recommend paracord as a replacement for guy ropes as it is too "stretchy" for me.
