Gas certificate for 1997 Jayco swan

Hey swaggers,

Looking at purchasing a 97 Jayco swan outback and have a few questions regarding a gas cert for it.

I rang a local guy that does gas Cerys and he said it needs to have vents in the canvas. I'm just wondering if the Jayco came standard with these?

The one I'm looking at buying is 800km away so I can't just go have a look.

He also mentioned it need a 2 stage regulator. Are these expensive to have fitted?

My 2005 Dove has a mesh sewn in above one of the windows, about 200mm x 100mm from memory.

Where is the camper currently registered at and where will it be registered ie which state.Im guessing you maybe in Qld as they require a new gas certificate on change of ownership and new regos.
As to you questions the dual stage regos are around $100 
regarding the venting this can be a mine field depending on who you talk to. Some perceive that the vent on the bench top above the fridge is an issue and requires blocking off, however I would argue that it is for effective heat ventilation rather than for gas ventilation.The fridge flue vent terminates outside of the external wall which can be an issue if there is an annex fitted but again it can be a subjective opinion.
You also need ventilation if there is a cooktop but again it is subjective to interpretation.
As mentioned by someone else Jayco usually proved a mesh vent in the canvas and my old 98 finch had it so I assume the 97 was similar in that they had the new for the time canvas with a poly coating  (maroon or greeny blue colour).

The camper is rego'd in QLD. And I'm in QLD also. There is an annex in the door side of the camper which is opposite to the fridge side.

There seems to be 2 vents behind the fridge on the outside of the van. It also has a gas cooktop and I'm not sure what they class as ventilation for that. There is 2 big windows/flyscreens behind it so I'd hope that would be enough.

The canvas colour is the green/blue colour so I hope it has the vents.

Mitch the gas certificate is technically the sellers responsibility along with the roadworthy. My suggestion is to insist on the seller to supply or  no deal .
As your described I think it would be in the same model range as my 98 finch. In saying that it should be ok with minimal mods.
However I would still suggest you inspected before buying as there are many other things to consider like winching system, condition of canvas and general condition.
The issue of retrospective compliance is a big issue in states like Qld who require inspection at change of ownership, as pretty much any RV built prior to 2013 technically may not comply with current AS 5601. The gas system along with the electrical and vehicle design would of been built to the standard of the day and may not comply with current regulations.
As a gas fitter licensed in both NSW and QLD I would much prefer to certify in NSW and that is not a reflection of difference of standard or quality but rather in how the red tape for the licensee is administered.

The seller did have it advertised for a price with rwc and Gas cert but I offered hi a couple of grand less for it. He said no at first but then came back and agreed in the price of I was to supply the gas and rwc.

He is going to try and get it done for me this week before I pick it up and I will just re-emburse him the money. But he has no tow vehicle now (sold it 2 weeks ago) and it finding it hard for someone to come out and do the gas cert.

He assures me the canvas is in good nick with only one year in one of the fly screens. He said the winding system all works fine. Only other thing he said is one if the wind down legs is a bit noisy. Other than that everything works as it should.

AS5601 doesn't mention anything about retrospective, either including or excluding.
AS5601 only provides deemed to satisfy requirements for gas installations,ie new installations.
The requirement for the current gas inspection of a van would be called up via a Qld Act, I assume a Transport Act. It would be in the Qld Gas Act that the current AS5601 is called up and the compliance certificate requires that it is issued in compliance with the Qld gas act which means the van must comply with the current standard as that is the adopted standard under the Qld Gas Act.
This leaves the gas fitter no option but to follow the current standard.
Complicated and most gas fitters would not understand the regulatory process.

This guy is a mobile caravan repairer and does gas certificates at your place, and reasonably priced, well he was in 2012 when he came around to my place in Morayfield and certified mine after I reinstalled the stove. Try your luck and see if he is still in business.

Because unfortunately all sorts of things are an issue (I prefer the word problem) in Qld. I cannot understand why all matters relating to any type of road-going vehicle are not Federally controlled.

Your not wrong there about Qld.
I knew they were a bit backwards here in Qld but after being here now I can see the extent of it.
Many things I experience they are over regulated, lack innovation and are behind the times.

It actually does, very clearly and concisely.

"1.5 COMPLIANCE
The requirements of this Standard shall be used in conjunction with, but do not take
precedence over, statutory regulations that may apply in any area. Where no requirement is
given, good practice shall apply. In a matter of uncertainty, advice should be sought. This
Standard applies to new installations, alterations and extensions commenced after its
publication date or the date of adoption by the relevant Technical Regulator. It does not
apply retrospectively to existing installations, but any repairs or modifications to existing
installations shall comply with the requirements of this Standard. "

Well got the gas cert done. None of the gas appliances were working. Turned out to be a buggered reg. Installed new one and all good. Leak tested it and passed the gas cert.
