Have another read. It is to be applied to new light vehicles. There is no mention of applying it to current registered vehicles.
The 82 Bomadoor and my 2001 Rodeo are not subject to this proposal.

WILL ALL VEHICLES
BE AFFECTED BY THE
PROPOSED REFORMS?
Passenger vehicles and
motorcycles
The proposed new registration system would
initially apply only to the registration of new light
passenger vehicles and motorcycles (including
scooters) from a prescribed implementation
date. The reforms will not be retrospective.
Following implementation of the reforms
for new vehicles, the remainder of the NSW
light vehicle and motorcycle fleet would then
be transitioned over to the new charging
framework a number of years later, to allow
customers adequate lead time to plan ahead. An adequate lead time is important to allow
owners of second-hand vehicles that do not
meet modern safety and environmental criteria
(and therefore may later be subject to increased
registration charges) time to plan for the new
charging criteria.TfNSW would conduct thorough analysis before
applying safety and environmental criteria to
the entire light vehicle fleet. This would include
assessing the availability and the application of
safety and environmental ratings for older vehicles.
