Hey Pete
When you build another trailer assemble the brake hub/drum/backing plate and weld on flange then slide on to the axle
Then put the drum on with the bearings tension as normal now slide the backing plate back into the drum and the weld on flange witch is bolted to the backing plate to wear you want it now adjust the brake shoes out hard on to the drum this will center and square the backing plate ready to weld

I would have thought u assemble all three, flange backing plate and hub, then slide on axle, tension up, then tighten brakes, (THats a great idea, never would have thought of that) then tack weld the flange on, remove the backing plate and hub, finish welding on the flange, let cool and refit.
I did most of that, except brakes, on one side, but I vaguely remember rushing the side thats been causing the trouble.
I pretty much understand what you are saying except the first sentence, confuses me for the rest.
