"...i thought that was odd but she  was sure it wouldnt cost more"
You mean you thought she was one of those abundant Equal Opportunity feminine roofer types whose eyes don't glaze over when you're talking trigonometry and angles of the dangle?
And then the real blokes rolled up to do the job!  ???
There's no Great Evil conspiracy against consumers within engineering, manufacturing and supply. Just the many tradeoffs incurred to satisfy diverse tastes, priorities and wallets. But first comes all the insatiable Gummint eggsperts, nanny-staters and usual suspects.

The pitch of the roof is only a minor part in using fall prevention equipment in Queensland - it is the working height above ground that is the legislative requirement.

You could refer them to the Queensland Workplace Health and Safety site and the 2011 Regulation that specifies that fall prevention equipment and devices must be used for all housing construction work over 3m in height. Installing solar panels would be included in this.

An Attorney General legislative guide can be found here -> http://www.deir.qld.gov.au/workplace/resources/pdfs/working-at-heights-legislative-guide.pdf

Do a search on "working at heights regulation queensland" for more info (I assume your in Queensland from your Avatar).

I believe they should be ashamed at subjecting their workers to the risk of injury from falling from heights without proper controls. Harnesses and fall prevention inertia reels are relatively cheap so there should be no excuses.

No comment on the solar side of things,....

But after reading some replies,
I can tell you, recently I fell through my single story house roof, (standard height ceiling 2.1/2.2m??)
I can tell you, you can still do some serious damage falling just that far.
A&E ,ambulance and numerous pain killers, anti inflammatory, ultrasound and x rays, its a bloody hard landing even from that height!!
Could've been much worse! (Lucky I can still write)
Why do people ask "What the hell were you thinking?"
Obviously I was thinking I was going to get away with it and not have to explain it....
