now play nice guys, dont want to see someone get nailed!

Hey, Bob the Builder always plays nice!  ;D He also successfully fixes everything and always has a happy customer.

Gav22 is right, installing an attic ladder is a very simple job (if positioned correctly) and would not cost very much. The big job would be getting any further materials into the roof space. Sometimes this requires removing part of the roof structure. So as I first said, and others as well, the job should be done by a qualified person.

Bob the Builder was qualified. That's why he could fix it

Don't forget to read your tape carefully too-

“The planning officer who assessed both the first, and second, application is no longer an employee of council.”  :'(

Bob the Builder recommends you measure twice and cut once  :-*
There's no Great Evil conspiracy against consumers within engineering, manufacturing and supply. Just the many tradeoffs incurred to satisfy diverse tastes, priorities and wallets. But first comes all the insatiable Gummint eggsperts, nanny-staters and usual suspects.
