Wonderful sausage filler or cookie cutter devices that rattle fishing reels and rods to bits.
Not a roadworthy accepted accessory in Victoria.

Not if you mount them behind the front line of the bullbar. Can't have any protrusions  in front of the bar. They give you a little pic on the rta website.
