I would be making sure its empty and it will need to be cleaned out with some sort if cleaner before you start cutting into it. Other wise it could blow

cut a gas bottle in 1/2, drill holes in it, fill with wood, and light.

When empty unscrew the valve fill and drain with water over a few weeks, fill again with water and use a 1 mm cutting disk on a 4" grinder cut almost through all the way around then finally cut through water will run out so be carefull with the electric grinder

Dont bother with an old one.  New ones are about $25.

You can cut them with a metal blade in a jigsaw.

Would I then have to worry about the gas if it is new? Or just start cutting?

Go to your local rubbish tip, get one for free. take the tap out of the top, wash it out with a bit of water, and start cutting. 1 rinse will expel the gas residue, 2 rinses will give you peace of mind.
Save yourself $30. You are not going to need a nice new painted one anyway. Generally look for one of the older 9kg bottles, lift them up as some are a fair bit thicker than others. The new ones are really thin, and only 8.5kg.
Cheers,
Mick
