Yeah there is some clever work in it, just not hanging off the tow hitch.  As Rumpig said be better on the tray.

Good luck with insurance. Using a towbar potentially beyond its operational limits and depending on what you put in the dog box potentially placing the chassis under torsion.

FWIW I could never see it being ADR approved to be used here.

Definitely an American thing, when you do a search for 'Hitch Cargo Carrier' and the list they come up with, all just hanging off the 2" square tow hitch.

Locally I have seen this sort of set up on the back of a vehicle in the handicap parking.  Bit later saw them drive the mobile scooter up the ramps and secure it in place.
