They are supposed to be emptied at proper dump points and you can find out where they are here: http://www.dumppoints.com/

The Camps Australia Wide book also lists public dump points, both in alphabetical index form and via symbols on the maps.

Dump points ,,NEVER EVER into a closed septic system or a council / main roads long drop anerobic system as the chemicals will kill the bacteria ,,, also depends on what your using in your porta potty ,any thing that has Formaldahyde is a NO NO .

Is this less of an issue if you only use napisan? I think I read that napisan is fine for septics etc.

That's exactly what I've heard too. Apparently Nappysan is one of the safest things to use.

There was a member on another forum who did a lot of research on this, here is the link,  http://www.expandasdownunder.com/showthread.php/636-Meet-our-KFE-%2817.56-2-OB%29 , it is near the bottom of the page.

Hope this helps
