Are the engines left running when these vehicles 'are on roadside duty'? I walked by one last week (it was running) and on the way back approximately 45 min later it was still there and running. Normal practice?

YES!

Don't reckon I'd like to sit inside a vehicle in Summer for a few hours without the air con going, so can't blame them for doing the same...likely be a OH&S thing at a guess. Wonder if the vehicle needs to be running to charge up whatever camera and flash system it is they run also?

It is probably a combination of these two factors.
I wouldn't like to purchase a vehicle (particularly a modern diesel with DPF) that had been treated in such a manner, however.
For the record, the vehicle I observed was a late model Mercedes Vito diesel.

To be sold at 60 000 kms and 5000 hours - commercial vehicles should have hour meters.

Got a friend that's the Sargent in town they leave the cars running all day or night because of all the gear they need to run the patrol cars. They are fitted with 3 battery's so they can run all the two ways and computers.

As with Ambo's, Fire, SES etc vehicles
-
CFA run pumps & trucks on fire ground all the time . lf it ant running you can be in trouble quickly

A mates wife trained speed camera operator's for a while.
Cars a left running for all reasons listed above.
Heating / Cooling.
Battery Charging.
But the reason its made mandatory is to enable a quick get away if they get stalked.
