Microsoft Paint.

Open document, resize to 640 x 480 pixels. Save with a new name as a jpeg. Usually comes out around 100Kb.

I use a Microsoft tool that you have to download and install seperately called Image Resizer. Right click tthe image (or select a group of images) select Image Resizer from the menu and you can then resize, it will either save over the top or to a new file depending on your settings.

I use PixResizer - it's free and very easy to use.  You can do just one photo or a whole file: http://pixresizer.en.softonic.com/ (http://pixresizer.en.softonic.com/)

I've found PhotoRazor quite good. Again a free download - http://www.stormdance.net/software/photorazor/software%20overview.htm (http://www.stormdance.net/software/photorazor/software%20overview.htm)

Can do single photos or batches. Saves the resized pics in a separate folder & leaves your originals untouched

If I need to resize something I usually use Irfanview. (http://www.irfanview.com/)

If I'm posting pictures to a forum for others to look at I normally upload to an image account (flickr, imgur or the like) with the EXIF data removed (imgur does this automatically).

I link directly from my cloud storage if I'm not concerned about privacy as my cloud uploads show my name and the location they were taken if they come from my phone.

It depends on what software you are running. For Windows 8, I use the email method, but with XP and vista you can download a plugin from microsoft to resize them. You just right click on the image, select resize and it will do it for you! It's called powertoy image resizer.
